how are neons usually set up?

for example, once screwed, or attached, to the underbody of the car, how do they turn on? plug in? etcetc

if there are four tubes, then where do the wires meet, and plug into one hole? or watever. is it a cigerette lighter hole? or straight to the battery? or what? how does it all work?

all four leads get plugged into one control box and then the control box feeds a controller. from there you go to power, switch and ground.
