Double clutching and heel-toe?

So what about if you are going lets say 60kms on gear 4 and you are dragging then you downshift to 2 for higher speeds. Is double clutching required?

don't take your foot off the gas pedal. clutch in and downshift to second! your revs will fly up as soon as you clutch in...clutch out and floor it!
