    Firstly, get the D15B4 motor running right.

    Firstly, I would install a new fuel filter, located behind the black plastic panel attached to fuel tank, on the passenger side. Fit new spark plugs while your at it and your spending about $30.
    Under the bonnet, find the fuse box next to your brake master cylinder. Remove the 10A fuse closest to the bonnet hinge for 5 minutes, then put it back in. This will reset your ECU. Drive it around the block a few times and then check to see if the red light is flashing again.

    If so, let me know. The EGO sensor may need to be replaced(very common on these engines) and is worth around $70 for a brand new NGK EGO sensor.
