There is absolutely no way you could tell if that is a non-honda copy, or a spray painted b16/gsr cover, from that low res photo. It's most just a real black one which has just been painted red and had a silly emblem attached.

its fake, you can see over spray where the rocker studs go thru, plus the red paint on the spark plug rings/cylinder.
