06 Civic-connector under steering wheel?

I just finish ripping open my 06 VTi-L Civic dash, and found this connector under the steering wheel, on the centre console side. It is visible without removing any of the dash panels.

What does it do?

I tried searching (civic connector wheel under) but didn't come up with anything.
