I assume that by 'feel' you mean 'to the touch' then yes, any matte/flat color can be 'smooth'. There are special matte/flat-finish clearcoats available that can be applied to this affect. Just remember that it doesn't just stop at the basecoat :-)

Anyone know the paint code to achieve this?

It differs from paint brand to paint brand, i.e. Dupont, Glasurit, PPG, House of Kolor, etc. Go review some color chips.

matte black would look ugly on that car or on any car.

Google "Novitec Rosso Ferrari F430 Tu Nero" and maybe you might consider differently but to each their own :-)
