    It looks like it doesn't actually have it's weight on them. From the front it looks like it's sitting on it's lower cross member.

    Does it have air suspension?

    ^^ It might not be rust. It could be brake pad material deposited on the rotor. Rust is usually consistent over the whole swept area of a rotor.

    In the tropics, rotors show signs of rust within hours of not using a car. It has no effect on the performance of the brakes.
