any leads will do, probably try the NGK as they may be cheaper at automotive parts stores.
Do a full service first and work your way back, in any way a full service won't hurt the longevity of the engine anyway and it maybe needing one bad.
my bb6 prelude vti-r gets 9.6L-9.8L/100km with ~33% hwy driving
so i guess you should be doing less...
how do you know if your leads need to be changed?
does brand matter? i've heard of topgun/ngk leads...or just go oem?

Use a multimeter to check the resistance of each lead or if theres any flow at all, NGk are okay but they only sell blue leads not black you might not like that in ur engine bay. OEM are good but expensive, you could even just get champion or Bosch they make black
