the standards they are referring to are the ADR's (australian design rules)
this means that if the lights are not a required light, i.e. not a headlight, indicator, brake light, tail lamp or reverse light, then they are not permitted regardless of where they are mounted or what colour they are
if you have interior lighting it is not allowed to be above the bottom of the windows. they are also not allowed to be switched on while driving.
also fog/driving lights are not permitted to be switched on. you can be fined for having them switched on, and in some states, if the fog/driving lights are non standard items, the fines are higher than if the lights were factory fitted. try tell a police officer that the hella lights that are on the try are standart
