Loose bolt, what is it?

Hey I just changed my oil filter and oil and I just noticed today that theres a bolt thats sticking out? I tried tightening but its not budging.... What is it and is it supposed to stick out like this?

The one on the right of the oil filter.

notice the flange at the base of the bolt,
its just extended so u have access to the head of the bolt to undo it,
its fine.........

actually....
theres that junction connector(one with yellow wires) that someone else was looking for the other day,to try cut in a resisor box to the injectors..
cant remember who...
