budget for darton sleeves
mods for the right compression
could easily buy 2 s15s or 3-4 subies with the same budget
best bet would be to pick up an issue of Honda Tuning or sign up to any yank civic forum for better details as that's where a majority of the parts you will need will come from

WERE ARE U BUYING UR S15'S FROM??i hvent seen a s15 for under 15gs and they were sh*tboxes
mate Ive seen dozens over 15k that are shitboxes, anymore than 15k is a rip off (unless it's loaded up to the nines with some performance mods) shit you'd have a hard time selling one for 17k, see so many sit forsale for yonks lol

6 grand for a b18c. then maybe 3000 for bolt ons. header 1500, exhaust cat back 900, 400 competition intake injen,
should be good for 14s, jdm b18c stock in a integra does late 14s
this sounds about right. no amount of NA bolt-ons will get your 1.6 vtec into the 14s
it's not cheap though, and i don't think a Civic is really about straight line speed. for cheap straight line speed you can't go past a car with a big engine - sell the EG, add $4k, buy a TJ Magna Sports/VR-X (a grandma's car) and you will be running 15 flat straight from the factory. plus you have two extra doors and a boot, and good acceleration can be obtained WITHOUT the 5k clutch drops needed in your average turbo/high rev N/A car
obviously you will not be able to turn a corner but you know, can't have everything
