sort of but not correct... on HIDs it's fine because they produce a natural colour and do not lose intensity
It's because on Halogens, to get a "whiter" light they have to:
- tint the globe blue to remove some of the yellow spectrum
- but because they lose the majority of their intensity by blocking yellow, wattage has to be increased
