    Yes it is angled when you just use only cable ties. My solution is that i used two small and flat pieces of metal (with holes in them) bent into an 'V' shape and cable tied these metal pieces to the plastic bracket holes on the bumper, and the use the those clips that have thread from your stock bracket to screw the number plate to. This does not require any drilling, just a little creativity =]

    It's hard to explain, ill post up pics later tonight so you'll be able to see it better
