just wondering about negative rep, does it use the same rules?
i know that if an acc with 1 green block gives rep, it amounts to 0.
if an acc with 2 green block gives rep, it amounts to 2.

if a newcomer gives you a neg rep, does it amounts to 0 or -1?
if an acc with 1 green block neg rep, does it amount to 0 or -1? etc.

Newcomer neg rep = 0. (i know this from experience )

1green block neg rep = 0 also. you need atleast two blocks for your rep to have any effect. Im quite sure on that

Positive and negative rep / PQ have the same weightings yes.

It cycle's through. only showing the latest 5 rep's you have recieved.
