I used to polish bullbars for a living about 2 yrs ago ,i worked there for just over 6 yrs.When we got the sheel bullbars powdercoated if the finished product was not up to standard like runs,spots etc we would not take it and they would have to redo it.Your paying them for a job,if its shit dont pay for.If you had a mechanic they did a shit job on your car and wouldn't take it back.I feel for you as it would be wasting my time & money.
How often does anyone get a written quote detailing everything that's to be done, unless it's something like an engine reco. You know, for a job like this you take them at their word, you'd feel you were being insulting to ask for one.
You're doin' the right thing croanth, forget the hassles and get on with mounting them and showing us the Pics. And then we can all go Wow! Ooh!Aahh! etc and make you feel better.

How the hell do you get runs with powder coating ? Is that even possible ?
You can get excessive powder yes, but it won't make lines such as runs like painting with liquid.
i know mate i was thinking the same thing, its a f&^king joke (N) said that to the guy, just gave me a rediculous excuse, over it hard, gonna get them redone properly.
