Yes it's possible to get a decent finish.

An oven isn't required since you will be using Acrylic paint. Or you can hire out a booth and spray 2pak which is more expensive and requires more skill.
Basic run down of what's required:
Colour of your choice 4L = $150 - $500 (depending on colour)
Acrylic thinners 4-8L = $100~
Various sheets of sandpaper [wet/dry] = $20~
Sanding block = $1~
Air Compressor (Super Cheap Auto has these on special quite frequently with kits) = $150 - $300
Acrylic Clear 4L = $80~
Acrylic Primer 4L = $60~
Masking Tape [few rolls depending on how much you use] = $5 - $15~
Drop sheets = $5 - $10
Wax & Grease Remover 1-5L = $10 - $30
Optional:
Spray putty/High Fill = $15~/Can (Fixing small imperfections)
Bog/Filler = $15~
Applicator = $5~
Guide Coat 1L - $20~
Time: 1 Day ~ 1 Month
Weather - 24-30 degrees low humidity low wind
