well as far as i know, all the b16a turbo setups i've seen have spanked many cars from jap imports to our v6, v8 domestics, all depends on how far your willing to reach in to the pockets i guess .

Stock rexys boost pressure is about 13.5psi for the my98 AFAIK, not 10psi....
I would put my money on the rex given same factors to both cars.
Mate I have videos of turbo Civic's eating GTR's and Dodge Viper's. The yanks love the Turbonetics kits and they seem pretty good so I would check them out. Provided the engine was nice and strong you should be making good power but imo VTEC is best left n/a.
