Did you use the same gasket seals?..
If you didn't just silicone the crap out of the back of the light, use the black urethane..

I used the seals that came with the new lights, they were i much better condition.

Buy neoprene sheets from Clark rubber and use old seals as template to cut out.

No, the water drains out. Water will not get in. Just small holes, maybe 5mm wide, to let the water escape and to prevent condensation. The bottom of the outer plastic, as low as possible. Basically, where the water is pooling.
