if you need help ill come by, hmmm should work with tape, gotta hold it for a min or 2
the horn, maybe you disconnected it by accident

Simmy if you can take the bumper off the car for a day or over night, apply the tape, then apply a heat gun over it gently to warm the adhesive further, also don't be stingy with the tape, lather that bum up nomsaying also clean the surface properly with adhesive promoter or wax and grease remover.

I believe you have to relocate the horn, unscrew and place it in a different spot. One of my mate had to relocate, however another mate's one was fine.
