This purpose of this vent behind the bumper is actually for air pressure inside the car. When you close the door the excess air is expelled through this vent. Next time you have your bumper off, open the rear left door and close it again (with all other doors and windows closed) and you will notice the little rubber seal over the vent pop open as the air rushes out....
