no for Q1 & yes for Q2,
when you lower the car the camber on the rear goes more negative, thus your wheels wear quicker.
wheels angled ---> //----\\ ( // left wheel \\ right wheel)
camber kit reduces the negative camber so your wheels sit straighter. to reduce tyre wear.
