As for flashing your highbeam whilst travelling behind someone my mate says this "A few flashes is not classified as road rage ie. 3 at most. Anymore then 3 flashes would be classified as negligent driving endangering other road users as there is a chance of blinding other road users."

any traffic cop would know its at the officers descretion... your not allowed to flash/use your highbeams because someone else has theres on... just like your not allowed to beep because someone cuts infront of you...

negligent driving is driving in a manner that a reasonable person would not... so theres no "3 flahses" rule... its just whether a reasonable person would do it... think of your grandma shed be what the jury would class a reasonable person, if someone told her her headlights were too bright, would she sit behind them flashing hers trying to piss them off? no i dont think so... thats roadrage...
