    Make sure you rub it matte dry with every coat after it has dried obviously.

    what is 'matte' means ?

    u mean I have to sand out the white colour ( my rim is plant white ), then spray the colour I want ?

    Keep sanding until the wheel isn't shiney.

    I personally wouldn't go enamel, rather Acrylic.

    You preety much get what you pay for though, if your putting it on a cheap set of rims, then yeah, go for it! Good for practise.
