adnoh, you don't have to sand off all the paint, just keep sanding until it has a matte finish for the primer to stick and then eventually the paint to stick onto primer.

Make sure you rub it matte dry with every coat after it has dried obviously.

what is 'matte' means ?

u mean I have to sand out the white colour ( my rim is plant white ), then spray the colour I want ?

Keep sanding until the wheel isn't shiney.

Matte is preety much no shine!

I personally wouldn't go enamel, rather Acrylic.

You preety much get what you pay for though, if your putting it on a cheap set of rims, then yeah, go for it! Good for practise.
