    I think it is cause there is more momentum once the wheels are in motion and they take longer to slowdown.
    I might be wrong but light or heavy if the difference is couple of kgs diff then it plays a slight part, where as if its only 1kg diff then prob not much.

    2-3kg may not sound like much, but it will make a fair difference in rotational mass and unsprung weight.

    Yes thats correct, another thing to note is also the weight distribution, even if 2 wheels weight the same, if a wheel has more mass on the outer diameter if it affect performance more than a wheel with more of its weight closer to the center of rotation.
