Get a tape measure and check the circumferance of both front tyres. If one is "taller" than the other this will cause the problem . "Tyre stagger " is good in some forms of speedway racing where you constantly turn in one direction but a disaster on a road car. I used to race karts (with chain drive and no differential) and it was a very common issue.
