IMO the people who speed regularly/significantly, drag race in built-up/busy areas or just drive stupidly (like those people who pull up behind you at like 30km over the limit and pull alongside you at the last second) are the ones who should be chased down.  Exactly. Silly as it sounds I actually have Crime Stoppers saved in my phone and I make a habit of reporting people who behave like that, when possible. 							But then I've heard anecdotal stories of people receiving fines in the mail because they've been spotted dropped cigarette butts out their window by civilians.

							Just seen a highway patrol car before coming back from work before, Sitting at the school. Only one copper inside and the car, was parked on the grass facing to oncoming traffic. And the defendant goes "i wasn't speeding nor did a drop my ciggy, this guy has a grudge on me cause i was not driving fast enough on 'his' lane so he dobbed on me"

Okay, just to clear things up because lots of people are getting confused. 
If you report a hoon driver through Crime Stoppers the police force can gather this information and use it to target repeat offenders or focus their attention on specific areas where hoon driving appears to be more common. Just watch A Current Affair when they follow a police crackdown on hoon gatherings. The cops don't just read hoon's minds and figure out where to go! 
 
So if you enjoy being safe (and having your car safe!) on the road and want to appreciate your vehicle-passion in an appropriate way then this is not a waste of time. I love my cars and am genuinely more concerned for their panels than I am for my own health at times, silly as it sounds. If I can get just one of those dangerous and intimidating morons off the road by calling Crime Stoppers then I'm happy. 
 
I doubt anybody would go to court because one single person made a complaint. But in the event that a person does go to court, for whatever reason, I think a testimony from a witness would be relevant. Especially if you have several witnesses from various dates, all reporting similar behaviour.  
 
The point of court is not just to provide evidence after all. Testimony and cross-examination are paramount to the support of a case during litigation but depending on what jurisdiction the court is under it may be a simple case of the judge deciding who they think is 'right' and what the appropriate outcome should be. This is why we have different courts - Civil court, Federal court, Federal Magistrate court etc to deal with different proceedings as appropriate. Not all courts have juries.
