CU2 Wheel Size - Will these wheels+tires fit

Diameter / Width / Offset: 19 x 8.5 + 28 / 19 x 9.5 + 30 fit on my car? I am lowered on tein coilovers. I will roll the rear guards. Do I need camber arms?

You'll probably need them for the front.
